Few guests, high quality: in Bhutan that is state policy. The valleys of Paro, Thimphu, Punakha, Gangtey and Bumthang have small lodges run by international hotel groups, often with only a handful of rooms and views of rice fields and monasteries. A round trip becomes a journey from one house to the next.
