In Bhutan the state measures the happiness of its citizens, more than two thirds of the country is forest, and the fortress monasteries, the dzongs, still house monks and government offices. The small kingdom in the eastern Himalaya deliberately welcomes few guests. Visitors pay a daily Sustainable Development Fee and travel with a guide outside Paro and Thimphu.
